This is because the position over the coupler can be adjusted in two dimensions (vertically and horizontally) and the phone can be fixed in 25 positions, taking into account that the size of the mobile phones and the position of the antenna within the phones varies. Also, the phone is closer to the antenna of the coupler, reducing the coupling loss between phone and antenna coupler.
